HP-A3のUSBオーディオドライバは96kHzにしか対応していないので44.1kHzのCD音源をそのまま送り出すことができません。
foobar2000側で96kHzにアップサンプリングすれば出力できるようになるはずです。

質問者が納得HP-A3のUSBオーディオコントローラーは96kHzで固定です。
なので44.1kHzの音声ファイルを直接再生することはできません。
foobar2000内でアップサンプリングして96kHzで出力すれば再生できます。

質問者が納得そのHP-A3というアンプは、どうしても使いたいのかね？
質問にあるSP（SoundBlasterAxx）はPCとUSB接続すれば、それだけで給電と音声信号をやりとりするからサウンドカードは不要、別途電源コンセントも不要で手軽です。
また、本SPの本体後背下部にヘッドフォンジャックがあるから、そこへヘッドフォンを挿せばアンプも不要になります。
もちろんこの場合、質問に書かれているような「無線」という要素はなくなりますが、そもそも音質を重視するならBluetooth接続よりUSBデジタル接続の方が圧倒的に有利...

質問者が納得多分、音声回路の一部分の部品に劣化した物があるように思われます。電源ではないです（ジーやブ～ンという雑音です）。修理をするか、当初の質問文にあった買い換え予算３万円の意味がわかったように思います。候補としては、

質問者が納得HP-A3のような外付けのUSB-DACを使うならSE-200PCI LTDは要らんです。
K701 or K702なら、HP-A3よりもラックスマンのDA-100のほうが濃厚な音が聴けると思いますよ。

質問者が納得何とマニアックな機器を導入されたことでしょうか。
パソコンからはUSBケーブルで繋ぐのが普通ですよ、今時光はないでしょう。
質問者がこの機器を購入された目的は一体何なのですか？
ＰＣオーディオを始められたのでしたら、迷うことなくUSBを介してＰＣとHP-A3を繋いでください。
それが理解できないのであれば、DAコンバーターを導入する意味がありません、むしろパソコンのオンボードの追加で対応したほうが良いと思います。
どうしても光に拘るのでしたら、わざわざお勧めの商品云々は必要でなく店頭に置いてある安価なケ...

「音質」の向上ですが、お使いのヘッドホンによってはあまり感じられないかも、です。
ヘッドホンにはいわゆる「鳴らしやすさ（鳴らしにくさ）」あるいは「効率の良さ（悪さ）」があります。インピーダンス（Ω）と出力音圧レベル（db/1mw）に規定されます。
