HPは製品の作りが悪いですから故障の可能性も大いにあり得ます。

質問者が納得今では19インチで１万円ちょっとですから
修理したらほぼ、その価格を上回ることは確実です。
しかもPCのモニタは寿命がだいたい３～５年ですから
今回修理して直ったとしても、またほかの部分が逝かれる可能性大。
結論、買ったほうが良いです。

でしたら単なる液晶ディスプレイですので、WindowsといったOSは含まれておりませんし、そもそもコンピュータではありません。

質問者が納得推測ですが、モニタが省電力モードになっているだけではないでしょうか？マウスを動かしたり、何かキーを打つ事で復活しませんか？もし違っていたら申し訳ないですが、一応、省電力モードの解除（設定）方法を記載しておきます。
1. スタートメニューからコントロールパネルを起動。
2. 「電源オプション」をダブルクリック。
3. 左側にある「ディスプレイの電源を切る時間の指定」をクリック。
4. ここで時間を設定し（あるいは「なし」を選択し）、「変更の保存」をクリック。

本体とセットで置くとデザインが同じイメージなので個人的には良い印象です。

質問者が納得特におかしな選択だとは思いません。画像、動画修正するのなら
十分なスペックだと思います。静止画、動画データが多くなっても
外付けHDDでも増設可能なので特に問題になることは無いでしょう。
3年間の延長保証は勿論付けた方がいいです。いつ何が起きるか
分かりませんから。良い選択肢だと思いますよ。

質問者が納得音楽や動画の編集に重点をおくなら、PCに求めるスペックは必然的に「メモリ」と「グラボ」になるかと思います。
それと液晶モニタの質も、ですね。
そういった意味だと「その１」がいいと思います。
が、すべてのケースで内蔵HDDが320GBとなっていますが、
そんなに必要ないかなーと思いました。
それくらいの容量であれば、RAID1以上の冗長構成が可能な外部ストレージを購入したほうが良さそうな気がしました。お好みで。
