質問者が納得ＨＩＤリレー又はハーネスの容量不足等でない場合・・
リレースイッチ電源をフォグやスモールから取った場合に
問題無く正常に点灯し、ハイビームに繋げるとダメなら
ハイビームに電圧や電流容量の問題があるという事ですね。
対策として最優先なのは、左右逆のハイビーム電源に
接続し直す事です・・・。
それでダメな場合は、ライトスイッチかハイビーム配線ケーブル
に不具合がある事になります。電気テスターで左右のハイ・ロー
４箇所の電圧と電流量を測定すれば、一目瞭然です。

質問者が納得兄弟車のダッジ マグナム乗りです。
同様の症状（の軽いの）は、私の車でも発生してます。
発生時の共通事項は
・冬季の寒い日
・エンジンは始動したが、タコメーターなどが一瞬動いた後、すべて０表示
・エンジンの始動５秒後くらいに復帰する。（発電電圧が落ち着くから？）
電圧が足らない場合に起こるようです。
ただし、走行中には発生してません（常時発電されてますからね）
私の場合は、バッテリー（7年目）が駄目なんだと思ってますが。
