クルーズコントロールですよ。
奥に押し込んでから手前に3秒間引けばクルーズコントロールの開始です。
但し、めちゃくちゃ燃費が悪くなる事を覚悟で使用しなね。
他にも判らない事があったらどうぞ!

質問者が納得年式が分からないので何とも言えませんが…
回すのではなく、シフトノブの下部分がメッキになっていますよね。
そのメッキ部分と革の間に内張り剥がしを入れメッキ部分を下に外します。
その後シフトは引き抜くだけです。
※革部分にマスキング、メッキ部はプラスチック部品なので破損に気をつけて下さい。
