質問者が納得IE10にできない理由は分かりませんが、他の症状はグラフィックスドライバがインストールされていないことが理由かと思われます
取りあえず下記からHD6450のドライバをダウンロードおよびインストールしてみるとどうでしょうか？

質問者が納得Windows updateは実行して、適用できる更新プログラムは何も残っていない状態にまでしましたか？
先日、お書きになっているPCと同世代のDELL（チップセットは同じ）にWindows7を入れましたが、DELLからは何もダウンロードせずにインストールは完了しましたよ。
使用したディスクがSP1でしたので、質問者さんの場合とは異なるかもしれませんが、Windows updateで結果は同じになると思います。

質問者が納得インストールしたいOSのメディアを入れてください。そして、デルのロゴが出ている間に「F12」を連打してください。すると、選択肢がいくつか出てきます。既に入っているＸＰが起動してしまった場合はやりなおしてください。
Ｆ１２を連打している時に右上の文字が変化すれば成功しています。
その中に「CD/DVD・・・」という表記があるはずなのでキーボードの上下で選択し、エンターキーを押します。
するとＤＶＤの読み込みが始まります。後は、画面の指示に従って進めばＯＫです。

質問者が納得GeforceでもRadeonでもロープロファイル対応品なら取付け可能ですよ。
スリム筐体で熱的に心配なのでファン付きの方が安心ではありますが。
基本的な流れは購入したらグラボのブラケットを
ロープロファイル対応ブラケットと入れ替える。（最低限の工具が必要）
ロープロファイル対応ブラケットはPCIスロットカバーを2本分使ってしまうので、
モニタとの接続がDVIもしくはHDMI接続の場合はコネクタごとVGAポート外してしまっても問題ないです。
後は取付けして、同梱のドライバCDからドライバをインストールして...
