最新のドライバーが貴方のパソコンでは
上手く作動しないだけではないんですか？
必ずしも最新の物が最善とは限りません。
エラーが出るかもしれませんが
今までの古いドライバーか最新以外の物を試すしか無いと思います。

質問者が納得OSってメーカーPC付属品は流用できませんよ。アップグレード版も同様。
OCするならメモリは高品質なもののほうがいいと思いますけどね。
あとCドライブはSSDにしたがいいですね。

質問者が納得そこまで低いスペックでもないですし、そのグラフィックボードであれば120Hzで出力できるので問題なく使用できますよ。

質問者が納得ディスプレイとの接続が、ＨＤＭＩやディスプレイポートの様にＰＣにディスプレイの情報を送れるタイプだと、ディスプレイの方から、デフォルト解像度、その時のＶｓｙｎｃ、左右、上下の位置、等がＰＣに送られて、各パラメータが自動調整されてしまいますよね？
私の所でもＤＶＩ接続のモニターが「Ｖｓｙｎｃは５９Ｈｚ」と言い張ってまして、きりの良い６０Ｈｚにはなぜか出来ません。
ＶＧＡ接続するといけるのですか、今一つぼんやりした画面になります。だから諦めています。
その辺は確認しましたか？

質問者が納得すでにある回答が（）すぎて苦笑いですが、はっきりいうとスペックはかなり高いと思いますよ。
リフレッシュレートを120ｈｚまで（よりもっとあげれる）あげられるグラフィックカードはＣＲＴが主流だった時代から数多くありますｗ
ＨＤ6970は高性能ですから、なにか他に原因があるはずです。
HD6970を使用しているレビューで今年の1月～2月にすでに120hz駆動についての液晶モニターのレビューが存在しているので
DVIケーブルがじつはシングルだったとか、初歩的なミスも含めて見直してみましょう。

質問者が納得そのHDDはシステム入れるには不向きですよ。まあこの辺は後々不満が出てきた時にSSDでも増設すればいいんで特に問題はないです。
グラボは560 Tiではちょっと弱いかな。570は欲しいですね。余裕があるなら580で。
補足に対して
その辺りならひとまず安心でしょう。
ちなみにGamescom2011でのデモは580のSLIだったらしいよ。
